Industry overview

What does accounting and audit service cover? It includes bookkeeping, tax filing, personal income tax finalization, financial statement preparation, and statutory audits. On vServe, reference prices range from từ 500.000đ for personal tax finalization to 25.000.000đ – 250.000.000đ for multi-year bookkeeping cleanup, depending on business size and case complexity.

When do individuals and businesses need accounting or audit services?

Individuals with multiple income sources (salary, rental income, investments) usually need personal income tax finalization every March-April to avoid late penalties or filing errors. Newly established businesses without in-house accountants need monthly bookkeeping services to file VAT and employee personal income tax returns on time. Businesses with foreign investment capital or annual revenue above 50 billion VND typically fall under mandatory financial statement audit requirements under Vietnamese law.

Since 1 July 2026, accounting and tax services are no longer conditional business lines in Vietnam

The short answer: anyone may now provide accounting and tax services in Vietnam, with no licence and no certificate required. The basis is Resolution 66.17/2026/NQ-CP, issued 15 May 2026 and effective 1 July 2026, which removed 56 business lines from Appendix IV of the 2025 Investment Law (from 198 down to 142), accounting services and tax agency work among them; a further 38 lines moved from pre-approval to post-inspection. The state no longer issues accounting practice certificates or tax agent certificates, and firms providing these two services no longer file business-condition reports. Three things did NOT change, and they matter as much as what was removed. First, independent audit remains conditional: audits of financial statements and of completed project settlements must still be performed by an eligible audit firm and signed by a CPA-certified auditor. Second, anyone certified before 1 July 2026 keeps that certificate — it is no longer legally required but remains evidence of having passed an examination. Third, removing business conditions did not remove responsibility: the service provider remains answerable for the figures they prepare, and the taxpayer remains ultimately responsible before the tax authority. This resolution runs until 28 February 2027.

How to choose an accounting or audit provider on vServe

Since 1 July 2026 the two halves of this category sit under two different legal regimes, and knowing which is which is what helps you choose. The ACCOUNTING half — bookkeeping, tax reporting, financial statement preparation, payroll — is no longer a conditional business line: Resolution 66.17/2026/NQ-CP removed it from Appendix IV of the 2025 Investment Law, and the state no longer issues accounting practice certificates. In practice a freelance accountant, a retired professional or a firm without a licence can all take the work today, and you can no longer use a licence to filter. The INDEPENDENT AUDIT half is the opposite: audits of financial statements and of completed project settlements remain conditional, must be performed by an eligible audit firm and signed by a CPA-certified auditor. Precisely because everything around it became free, that credential is now RARER THAN BEFORE — if what you need is an audit report that a bank, an investor or an approving authority will read, it is a requirement no discount can substitute for. For the accounting half, look at the profile’s verification tier, years in practice, experience in your specific industry, and ask directly who will do the work.

What is the process for booking accounting services on vServe?

Customers select a suitable package on vServe, such as monthly bookkeeping for micro businesses or personal tax finalization, and the provider then contacts them to collect documents (invoices, receipts, payroll records). Online packages like personal tax finalization are completed within about 120 minutes of actual work. For hybrid packages like audits or bookkeeping cleanup, the provider visits the business office directly, currently around District 7 and nearby areas, to cross-check original documents.

Vietnam-specific notes on accounting and tax compliance

The deadline for personal income tax finalization is the last day of April each year; late filing incurs daily penalty interest on the outstanding tax amount. Businesses must retain accounting records for at least 10 years under the Accounting Law, so periodic bookkeeping cleanup helps avoid missing documents during tax inspections. Transactions with related parties (common ownership or control) exceeding regulatory thresholds require mandatory transfer pricing documentation, otherwise tax authorities may reassess taxable income at market price.

Comparing common accounting and audit packages

Monthly bookkeeping for micro businesses (từ 1.000.000đ/month) suits new companies with few invoices needing only periodic tax declarations. Full-year monthly bookkeeping and tax reporting (500.000đ – 15.500.000đ/month) fits larger businesses with more transactions requiring closer monitoring. Bookkeeping cleanup and tax finalization (25.000.000đ – 250.000.000đ/contract) applies when a business has years of unresolved records that need a full review before a tax inspection or business type conversion.

When do you need financial statement audit or project settlement audit?

Financial statement audit (10.000.000đ – 100.000.000đ/contract/year) is mandatory for businesses with foreign investment capital, public companies, or as required by banks when applying for loans. Project settlement audit (10.000.000đ – 100.000.000đ/contract) usually applies to public investment or construction projects requiring confirmation of the final settlement value before handover, final capital disbursement, or contract liquidation with the project owner.

Frequently asked questions

How much does personal income tax finalization cost and how long does it take?

The reference price is từ 500.000đ per case, done online in about 120 minutes of work. The provider compiles income from all sources (salary, bonus, rental, investment), calculates the tax owed or refundable, and files the finalization before the end-of-April deadline each year. You'll need to prepare tax withholding certificates and other income-related documents.

Does a newly established micro business need to hire a dedicated accountant?

Not necessarily right away — you can use the monthly bookkeeping service with a reference price of từ 1.000.000đ per month. This online package, about 480 minutes monthly, is enough to file VAT, employee personal income tax, and other mandatory periodic reports. As the business grows, you can switch to the full-year bookkeeping package for closer monitoring.

Which businesses are required to have their financial statements audited?

Under current regulations, businesses with foreign investment capital, public companies, credit institutions, and certain state-owned enterprises must have their financial statements audited annually. Many banks also require audited financial statements when a business applies for a loan. The reference price for this service is 10.000.000đ – 100.000.000đ per contract per year, delivered hybrid over about 600 minutes of on-site and online work.

Is cleaning up years of unresolved bookkeeping records expensive?

The reference price for bookkeeping cleanup and tax finalization is 25.000.000đ – 250.000.000đ per contract, higher than other packages because it involves reviewing years of records, reconciling them with filed tax returns, and correcting any errors found. Actual cost can vary depending on how many years need review and how complex the records are, so discuss specifics with the provider before confirming.

What is transfer pricing documentation and when does a business need it?

Transfer pricing documentation (related-party transaction records) proves that transaction prices between a business and its related parties (common ownership, parent-subsidiary) match market rates. Businesses with related-party transactions exceeding the regulatory revenue or transaction value threshold must prepare this documentation to avoid tax authorities reassessing their taxable income. The reference price is 20.000.000đ – 150.000.000đ per contract.

How is a project settlement audit different from a financial statement audit?

A project settlement audit confirms the actual investment value and costs of a specific project (usually construction or public investment) before handover or fund disbursement, while a financial statement audit evaluates a business's overall financial position for the year. A project settlement audit has a reference price of 10.000.000đ – 100.000.000đ per contract, comparable to a financial statement audit, delivered hybrid over about 600 minutes.

Since 1 July 2026 accounting needs no certificate — so what do I judge a provider on?

That is true of the ACCOUNTING half: Resolution 66.17/2026/NQ-CP removed the business conditions for accounting services from that date, and the state no longer issues accounting practice certificates, so a licence is no longer something you can filter on. Look instead at the profile’s identity verification tier, years in practice, experience in your specific industry, and ask directly who will keep your books. For the INDEPENDENT AUDIT half the answer is different: audits of financial statements and of completed project settlements remain conditional, still requiring an eligible audit firm and a CPA-certified auditor to sign the report. If the report is destined for a bank, an investor or an approving authority, that is a hard requirement rather than a bonus.

What happens if I file my personal income tax finalization late?

If you file after the end-of-April deadline each year, you'll be charged daily late-payment interest calculated as a percentage of the outstanding tax amount, from the deadline until the actual payment date. There can also be a separate administrative penalty for late filing. To avoid these extra costs, it's best to book the tax finalization service at least a few weeks before the deadline.
